The third and final batch of master-trainer training for Census 2027 began on Monday, November 2, 2026, at the Sardar Patel Institute of Public Administration (SPIPA) in Ahmedabad. It runs until November 5 and completes the preparation of 92 master trainers for Gujarat and the union territory of Dadra and Nagar Haveli and Daman and Diu, ahead of the census's second phase, the population count.
The programme was split into three batches to keep the training focused; the first two ran from October 27 to 30. Sujal J. Mayatra, Director of Census Operations, Gujarat, opened the four-day module.
Self-enumeration is the priority
The population-count phase asks 40 questions of every household. Mayatra told the trainers that getting as many people as possible to self-enumerate (fill in their own details) is key to easing the load on field enumerators and improving accuracy, and asked them to suggest practical ways to raise the self-enumeration rate. He said the master trainers' leadership directly affects the quality of field data.
Who is training the trainers
Sessions are taught by a panel of five national trainers from the Directorate of Census Operations, Gujarat: Joint Directors Bharti Thakre and Dr. Sanchita Sarkar, and Deputy Directors Manoj Bhagora, Ashok Rana and Nilima Chaurasia. The master trainers will now train field staff across the region so the census is carried out in a uniform, standard way.
