Ahmedabad Police Commissioner Anupam Singh Gahlaut has issued three public orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023, citing the coming festivals and intelligence inputs, the state said on Wednesday, November 4, 2026. All three apply across the Ahmedabad police commissionerate for 60 days, from November 7, 2026 to January 5, 2027. Breaking them is an offence under Section 223 of the Bharatiya Nyaya Sanhita.
1. Renting out property: tell the police first
No owner may rent out a house, industrial unit, office, shop, godown or cold storage without informing the local police station in advance. The aim is to stop criminals or terrorists from other states or cities renting premises unnoticed. Owners must submit:
- the owner's and tenant's details, and the monthly rent;
- the tenant's identity proof, such as a passport, driving licence or PAN card, and a photo.
Any unarmed head constable or more senior officer can file a case for a breach.
2. Spas and massage parlours: register every employee
Citing drug use, prostitution and other crimes run behind spa fronts, the commissioner has ordered every spa and massage parlour owner or manager to give the police station the number of staff and each employee's details with a photo:
- Indian staff: current and home addresses, and identity proof.
- Foreign staff: copies of passport and visa, and the type of visa.
- Two copies on plain paper with the parlour's name; keep the copy stamped by the police station.
- The operator's own driving licence, PAN, Aadhaar or voter ID.
3. Noise: what's banned and when
- 10 pm to 6 am: no horns, loudspeakers, DJ systems, construction equipment or firecrackers.
- Silence zones: within 100 metres of hospitals, schools and colleges, courts and places of worship, no loudspeakers at all.
- Processions, rallies, weddings, party plots and open grounds near homes: no hiring out or playing mikes or DJs without permission, which must be sought in writing from the police station in-charge or DCP at least 7 days ahead.
- Indoor venues such as auditoriums, community halls and private homes may use mikes, as long as the sound stays inside. The same applies to temples, churches and mosques.
- On notified special days, mikes may be allowed until midnight.
- No inflammatory songs or speeches, and no stopping to dance or play garba on public roads.
Officers of assistant sub-inspector rank and above can act on noise breaches, including seizing equipment and vehicles.
