How to Create an Engineer Account on GujRERA 2.0 Portal — Step-by-Step Guide

Step-by-step guide for structural, site, COW, quality, and Form 2 engineers to create a user account on the GujRERA 2.0 portal using their Engineering License Number. Required to certify Engineer Certificates and review project construction cost.

How to Create an Engineer Account on GujRERA 2.0 Portal

GujRERA engineer account creation is mandatory for every Structural Engineer, Site Engineer, COW (Contractor of Works) Engineer, Quality Certifying Engineer, or Form 2 filing Engineer engaged by a promoter on a registered real estate project in Gujarat.

Under the RERA Act, engineers are required to certify the Engineer Certificate (Form 2), review and validate the onsite construction cost, and — in the case of Quality Certifying Engineers — submit the Quality Certificate (Form 2A). All these activities require an active Engineer user account on the GujRERA RERA 2.0 portal.

Before You Begin

Have the following ready before starting:

  • Engineering License issued by a recognised authority (Municipal Corporation, Planning Authority, IEI(I), GICEA, or ACCE(I))
  • Engineering License Number and License Validity date
  • PAN card (individual PAN)
  • Active email address and mobile number — both will receive OTPs during sign-up
  • Education qualification details
  • Professional experience in years and number of key projects completed
  • Communication address with a valid 6-digit pincode

Important — Form 2 vs Form 2A restriction: Engineers whose License Issuing Authority is IEI(I), GICEA, or ACCE(I) can only be assigned as Quality Certifying Engineers (Form 2A). They cannot be added as a Structural Engineer or as the Form 2 filing Engineer. For those roles, the engineer must be registered with the Planning Authority or Municipal Corporation as per CGDCR.

Step 1: Open the Portal and Click Sign Up

Open https://gujrera.gujarat.gov.in/. Click the orange Login button at the top right. In the login modal, click Sign Up (for New Users).

Step 2: Enter Email, Mobile and Select Engineer as User Type

On the User Enrollment Form, fill in:

  • Email ID* — your professional email; this becomes your login credential after account creation
  • Mobile No* — active number that can receive SMS
  • Type* — select Engineer (Structural, Site, COW, Quality, Form 2 Engineer etc.) from the dropdown

Complete the reCAPTCHA and click Send OTP.

Select "Engineer" from the Type dropdown, then click Send OTP

Step 3: Verify Your Email and Mobile via OTP

Two One-Time Passwords are sent — one to your email and one to your mobile. Enter both in the OTP verification screen and click Submit.

Step 4: Fill the Engineer Enrollment Form

After OTP verification, the Engineer Enrollment Form opens. Fill all fields marked with a red asterisk *:

License Details:

  • Engg License Issuing Authority* — select from dropdown (e.g. Municipal Corporation Ahmedabad, Gujarat State Town Planning, IEI(I), GICEA, ACCE(I), Planning Authority, etc.)
  • Engg License Number* — enter your valid Engineering License Number; details auto-populate
  • License Validity Till* (dd/mm/yyyy) — must be a future/active date
  • Name as per Engg License* — auto-fetched after entering license number

Personal Details:

  • PAN No*
  • First Name*, Middle Name, Last Name (Surname)*
  • Email ID* (pre-filled from Step 2)
  • Mobile No* (pre-filled from Step 2)
  • Education Qualification* (select from dropdown)
  • Professional Experience in Yrs
  • No of Key Project Completed

Address for Communication:

  • Address Line 1*, Address Line 2
  • Pincode* — auto-fills State, District, Taluka
  • State*, District*, Taluka*

Read the Declaration and click Create User.

Select your License Issuing Authority first — this determines which roles you can be assigned to on projects

After Submitting

Clicking Create User completes the Engineer account creation on the portal. The account is activated immediately upon submission.

Your Engineer User Account login credential is your Email ID — use it (along with your password) to log in to the GujRERA RERA 2.0 portal for all future project assignments.

What You Can Do After Logging In

Once your Engineer account is active, a Promoter can assign you to a registered project. The roles available to you depend on your License Issuing Authority:

After assignment to a project you can:

  • Certify the Engineer Certificate (Form 2) — validate and sign the construction cost review (Municipal Corporation / Planning Authority license holders only)
  • Submit the Quality Certificate (Form 2A) — certify onsite construction quality at project milestones
  • Review onsite construction progress — validate physical progress as reported by the promoter in QPR submissions

Common Issues

License number not recognized: Verify the Engineering License Number is correct and that the selected License Issuing Authority matches the authority that issued it. A mismatch will prevent auto-population of name details.

License validity is expired: The portal requires an active, valid license. Renew your Engineering License before attempting to create the account.

Cannot be assigned as Structural or Form 2 Engineer after account creation: This happens when the License Issuing Authority is IEI(I), GICEA, or ACCE(I). These authorities only permit Form 2A (Quality Certificate) assignments per CGDCR requirements. You would need a separate license from a Planning Authority or Municipal Corporation for Form 2 and Structural Engineer roles.

Email or mobile OTP not received: Check your spam folder for the email OTP. Ensure the mobile number entered can receive SMS. Both OTPs must be submitted within the session timeout.
