How to Submit a Bank Change Request (BCR) on GujRERA Portal
GujRERA Bank Change Request (BCR) is the formal process for a registered project promoter to apply for a change to the project's RERA Bank Account. Under Section 37 of the RERA Act 2016 and the Gujarat RERA Bank Account Directions, 2018, any change to a project's designated RERA Bank Account requires prior approval from the GujRERA Authority — an unauthorized change can result in regulatory action.
The BCR process is a two-stage procedure on the GujRERA 2.0 portal:

Critical: Both stages must be completed. Promoters are barred from filing QPR while Stage 1 is pending, and again after Stage 1 approval until Stage 2 is submitted and approved. Avoid submitting BCR near QPR quarter-ending dates.

Who Must File a BCR
A Bank Change Request is required for:
- Any registered project that needs to change its RERA Bank Account at any stage until project completion
- Projects where the bank account in the original Form-A (project registration) differs from what was reported in subsequent QPR updates
- Projects where the existing RERA bank account does not comply with GujRERA Banking Directions
Changing the RERA project bank account without prior GujRERA Authority approval makes the promoter liable for regulatory action as determined by the Authority.
STAGE 1 — RA1 + RA2 Application
Step 1: Log In and Open the Approved Project
Log in to the GujRERA portal with your Promoter credentials. On your Dashboard, click on the Approved Project for which you need to change the bank account.
Step 2: Click Apply → Bank Change Request
On the Project Dashboard, click the orange Apply flag on the right side of the screen. A collapsible menu opens. Select Bank Change Request from the list.
Step 3: Review the BCR Form and QPR Deadline Notice
The BCR RA1+RA2 form opens. At the top of the form, a notice displays the next applicable QPR filing deadline.
Important: Once you submit the BCR application, you will be systemically blocked from filing the applicable QPR until the BCR is either approved or rejected by the Authority. The QPR deadline shown in the declaration is your reminder — filing the BCR close to a QPR deadline risks putting you in default on the QPR. Plan accordingly.
Step 4: Fill RA1 + RA2 Bank Details
The form has two sections — RA1 (existing bank account details) and RA2 (new bank account request):
RA1 — Existing Bank Account Details:
Bank details are auto-fetched from your original Form-A (project registration application) for the first BCR submission. Verify these are correct:
- Existing bank name, branch, account number, IFSC code (read-only if auto-fetched)
- Existing account name: auto-fetched as
"<Project Name> RERA Account for <Name of Project>"
RA2 — New Bank Account Request:
- Reason for Bank Change* — select from dropdown (e.g. Bank closure, Non-compliance with Banking Directions, etc.)
- Upload RA2 Certificate* — certificate from the existing bank confirming account closure or no-objection
- Upload First Page Scan of New Bank Passbook* — first page of the passbook or account opening letter for the new RERA bank account
Scroll down to the Declaration section and tick all Declaration checkboxes, then click Submit to proceed to the preview step.
Step 5: Preview Application and Pay
After clicking Submit, the Preview and Payment screen appears.
Click Preview Application to generate and review the complete PDF of the filled RA1+RA2 form. Click Print to download it.
When satisfied, tick all declaration checkboxes and click Agree and Pay.
Note: The Agree and Pay button is enabled only after all checkboxes are ticked.
Once on the payment screen: "PLEASE DO NOT PRESS BACK OR REFRESH FROM THIS POINT ONWARDS."
Payment Details shown:
- Payment head: Bank Change Request Fees
- GujRERA Unique Token Number — note this for any support queries
- Amount (A) — BCR application fee
- Additional Amount (B) — late charges if applicable
- Total (A+B)
Complete payment on the SBI ePay gateway via Net Banking, Debit/Credit Card, or BHIM UPI. For Corporate Net Banking, the Maker-Checker approval must be completed within 20 minutes.
Step 6: Acknowledgement and Confirmation
After successful payment, the portal generates a unique BCR Acknowledgement Number. The submission screen shows:
- BCR Acknowledgement Number
- Project Name and Registration Number
- Status: Pending Authority Approval
Click Print Receipt to download the SBI ePay payment receipt.
An Email and SMS confirmation is sent to your registered contact details upon successful submission of RA1+RA2.
The BCR application is now visible on your Project Dashboard BCR section.
Until Authority approves RA1+RA2:
- You cannot submit RA3+RA4
- You cannot file the applicable QPR
STAGE 2 — RA3 + RA4 (After RA1+RA2 Approval)
Once the GujRERA Authority approves your RA1+RA2 application, you will receive an Email and SMS notification. You can then proceed to Stage 2.
After RA1+RA2 approval: You are again blocked from filing the applicable quarterly QPR until RA3+RA4 are both submitted and approved. It is your sole responsibility to obtain RA3 and RA4 from your bank and submit them promptly. Delays will result in QPR default.
Step 7: Log In and Navigate to the Approved BCR
Log in and click on the same project where RA1+RA2 was approved. On the Project Dashboard, find the BCR section showing your application with status RA1+RA2 Approved.
Click the View button against the approved BCR application.
Step 8: Fill and Submit RA3 + RA4
The RA1+RA2 section is now read-only (cannot be changed). The RA3+RA4 section is open for input:
- Transferred Amount as per RA3* — the amount transferred from the old RERA account to the new account. This must exactly equal the Closing Balance approved in RA2. The portal validates this — any mismatch will block submission.
- Date of Transferred Amount as per RA3*
- Upload RA3 (PDF)* — the certificate/letter from the new bank confirming receipt of the transferred amount
- Upload RA4 (PDF)* — the confirmation document from the old bank confirming the account is closed or funds transferred
Click Submit.
Step 9: Confirm Pending Scrutiny Status
After submitting RA3+RA4, the application status on the dashboard updates to "Pending Scrutiny".
An Email and SMS confirmation is sent on submission, and again when the Authority approves RA3+RA4.
Once RA3+RA4 are approved by the Authority, the bank change is complete and QPR filing resumes normally.

Common Issues
RA3 Transferred Amount does not match RA2 Closing Balance: The portal enforces an exact match between the RA3 Transferred Amount and the RA2 Closing Balance as approved by the Authority. Obtain the correct figures from your bank before filling RA3+RA4.
QPR default due to BCR timing: If your BCR overlaps a QPR quarter-end date, you will be unable to file the QPR on time. Resolve the BCR well before the QPR deadline, or plan the BCR submission for after the QPR is filed. GujRERA advisory: "It is advisable to avoid submission of BCR around the Applicable Quarter Ending Dates."
RA1+RA2 payment deducted but Acknowledgement Number not generated: Note the GujRERA Unique Token Number from the payment screen. Raise a Support Ticket under Finance & Accounts → Apply for Refund, or email epay-rera@gujarat.gov.in with the token and SBI ePay transaction details.
Documents rejected by Authority — query raised on BCR: The rejection or query appears on your Project Dashboard. Click Action to view the query, address it, and re-upload the corrected documents. The BCR remains blocked until the query is resolved.
Cannot see RA3+RA4 fields after RA1+RA2 approval: Click the View button on the approved BCR row in the BCR section of the Project Dashboard. The RA3+RA4 input fields only appear through the View action on the approved RA1+RA2 record — they are not a separate application entry point.
